Paper presented at the BOND-CDS-JFS Workshop "Institutional Strengthening of Southern NGOs: What Role for Northern NGOs ? 3-5 July 1996, University of Wales. This paper takes a skeptical view of institutional development as an objective. An alternative definition of institutional development biased in favour of beneficiaries is proposed. A range of rationales for donors information demands are described including a view that appropriately designed information demands may be a tool of institutional development. The negative effects of meeting conventional donor demands for information are described, and an argument is proposed that the impact of the contents generated is commonly minimal. Types of information demands which could be in the interests of beneficiaries are outlined.
