Placing a Value on Advocacy Work.

This is a brief two page note presented at the July 1997 meeting of the Development Studies Association NGO Study Group. The focus of the meeting was on "Impact Assessment and Advocacy". The paper makes a distinction between impact and value and argues for a focus on the latter. It looks at the role of advocates as middle-persons or brokers, between to parties, an audience to whom message needed to be communicated, and have an effect on; and clients, the poor communities on whose behalf the advocacy work is being carried out. The paper looks at questions that need to be asked about the advocates relationship to both parties, when trying to assess impact of advocacy work, but argues overall for more attention to questions concerning the advocates relationship with clients.
