Beyond Wealth Ranking: The Democratic Definition and Measurement of Poverty This brief paper outlines a new survey based method for measuring poverty in settings (larger villages / communities) where wealth ranking exercises are not practical, but where local definitions of poverty are still seen as important. The method is simple and participatory, despite being survey based. It is currently being used by ActionAid Vietnam as one part of a package of methods designed to monitor project impact. It is an adaptation of a method developed by Mack and lansley in the UK in the 1980's and by Hallerod in Sweden in the early 1990s. Advice (no fees !!) and encouragement will be given to other NGOs who are interested in making use of this method in their own settings. See http://www.mande.co.uk/docs/democrat.htm
