Efela: Evaluation feedback for effective learning and accountability- synthesis report July 2000 This 31 page document was prepared for Tokyo Workshop of the DAC Working Party on Aid Evaluation 26-28th September 2000, by Geoff Barnard ( geoffb@ids.ac.uk) and Catherine Cameron (catherinecameron@virgin.net) The workshop objectives were to "share experiences and to identify useful practices and problems encountered in efforts to promote feedback and communication of evaluation results with a view to making organisations more learning-orientated, transparent and accountable to the public, in line with the shift towards more results based management. " The main parts of the report are the two sections on "challenges" and "opportunities". Headings in these sections include: dual objectives: learning and accountability, the move away from project evaluations, the dissemination challenge, institutionalising lesson learning, process and politics, the role and status of central evaluation units, encouraging participation and ownership, responding to information overload, taking advantage of the internet, using evaluation feedback to enhance learning in the organisation, linking in with the international development goals, and looking ahead.
