Topic: Evaluating socio-economic impacts. Theory and practice from the Structural Fund programmes.

The seminar will present some of the basic principles of evaluating socio-economic impacts, drawing primarily on the approach developed by the MEANS Programme of the European Commission. This will be contrasted with the reality of evaluating socio-economic impacts as experienced by programme evaluators.

Kevin Williams has extensive experience of evaluation of European Initiatives. He has recently joined Technopolis and previously was an evaluation specialist at C3E Evaluation Centre in France.

Local & Regional Government Research Unit, Cardiff University

Topic: Evaluating the 'Modernisation of Local Government'


For the last three years Steve has been leading evaluation research on a number of the key elements of the 'Modernisation Agenda' in local government (with funding from the Department of the Environment, Transport and the Regions, the Economic and Social Research Council and Joseph Rowntree Foundation). The seminar will provide an opportunity to discuss some of the findings emerging from these studies and the methodological issues they highlight.
