WATERAID REQUIRES CONSULTANTS FOR A 26 DAY EVALUATION OF OUR PROGRAMME IN SOUTHERN INDIA, NOVEMBER 1999
The evaluation will review the progress made in the effectiveness and appropriateness of the PLA methodology and the content of the hygiene promotion aspects of the programme by using participatory methods with partner staff to evaluate projects; and will examine the effectiveness of the capacity building and development of the WaterAid India office, its partners and partner networks, and the community,
Three consultants are required:
Community development specialist
A consultant with experience and qualifications in participatory appraisal and evaluation and impact assessment work. Substantial experience of community development. A working knowledge of at least one of the following sectors: water, sanitation and hygiene education.
Additional skills/abilities: Previous experience of working in India. An understanding of organisational strengthening and capacity-building of partners. Report writing
Hygiene promotion specialist
A consultant with experience in developing hygiene education programmes that take account of local health knowledge, beliefs and practices. Specific skills in assessing hygiene education materials and approaches, in particular, participatory methods. Ability to design hygiene promotion programmes with specific objectives, linked to baseline data and on-going monitoring and evaluation schedules.
Additional skills/abilities: Good team spirit and an understanding of the behaviours and attitudes necessary in participatory development work. Understanding of hygiene behaviour practises in rural India. Report writing.
Institutional specialist
An institutional specialist with experience in assessing organisational capacity of NGOs. Skilled in developing strategies for capacity building of NGO staff. Advocacy experience.
Additional skills/abilities: Experience of working in India. Experience of working in the water sector. Report writing.
